The General Assembly is the highest authority of the organization, and is responsible of checking and approving plans, strategies, and long-term policies of the Organization.

Three members of the Board of Directors of cooperating organizations.
Three electoral members from the Advisory Board.
Two electoral members from the Executive Board besides the General Director.
Two elected members from the Executive Body by the Executive Board.
Five community representatives.
Assembly Directorate can vote only when the negative and affirmative votes on special matters are equal. |

RESPONSIBILITIES OF THE GENARAL ASSEMBLY
Checking and approving policies, strategies and long-term plans.
Selection and hiring of the General Director of the organization out of the candidates introduced by the Executive Board Cooperation with the General Director in the implementation of policies, strategies and plans according to the needs of the organization.
Approval of financial and activities reports in the annual meeting at the end of every financial year and approval of programs and budget of next year.
The General Director and the Executive Body of the organization including the Executive Board are responsible for the General Assembly through the General Director.
Internal or external organization problems that require top-level decision, the General Assembly with the demand of two thirds of the Executive Board members provide conclusion.
The General Assembly supervises the regulations of the organization on the whole.
The members of the General Assembly are wholly responsible for the community and funding sources in face of the policies, strategies and plans of the organization. |

MEETING OF THE GENERAL ASSEMBLY
The General Assembly holds meetings twice a year. The General Director of the organization delivers the activities reports of the present year and the next year's work plan for the deliberation and approval of the meeting's members.
After the approval of the annual report, the audit report of the organization is presented to the Assembly Directorate. |

THE ADVISORY BOARD
The Advisory Board helps CHA in technical and social problems, adopting position and plans or policies in different situations and conditions. This board plays an advisory role and does not participate in decision affecting the plans, strategies and long-term policies of CHA. However, the members of this board can express their opinions in the Executive Board through the General Director. |

MEMBERS OF THE ADVISORY BOARD
The Advisory Board's General Director or Assistant Director, is responsible for overseeing programs along with the rest of the Board which includes selected people from the society where CHA is undertaking its activities, representatives of relevant government sections in different provinces and zones, and knowledgeable and influential people who can help provide impetus and support in carrying out projects. |

RESPONSIBILITIES OF THE ADVISORY BOARD
The following are the responsibilities of the Advisory Board:
Cooperation with CHA and the Executive Body in technical, economical and social matters such as adopting policies, choosing project fields and making plans.
Cooperation in agreement with governmental departments, community and other relevant sources.
Cooperation in designing, supervision and evaluation of projects and agreement with relevant individuals and organizations.
Cooperation in the implementation of project and chosen plans by the General Assembly in accordance with the General Director's instructions.
Cooperation in solving internal and external problems of the organization. If the Advisory Board is no able to find solutions to the above-mentioned problems, it should refer the matter to the General Assembly. |

THE ADVISORY BOARD MEETINGS
Meeting of the Advisory Board are held quarterly. Special meetings required by the Executive Board can be called at any time. The secretary of the Executive Board chairs these meeting, and the General Director or his assistant regularly attends these meetings. Other members of the Executive Board take part in these meetings, when necessary. |

THE EXECUTIVE BOARD
The Executive Board is responsible for the implementation of plans and programs undertaken in accordance with the General Assembly's decisions. The Executive Board carries out its duties with the advice of the Advisory Board under the direct instructions of the General Director or his assistant. |

Organization General Director or his assistant.
If necessary, member of the Advisory Board, Advisors project responsible and community representatives can also be called to the meetings, however, they do not have the right to vote. |

DUTIES AND RESPONSIBILITIES OF THE EXECUTIVE BOARD
Implementation of projects, plans and policies according to the approval of the General Assembly and the instructions of the General Director.
Coordination, follow-up, supervision and internal evaluation of projects.
Presentation of introductory plan of yearly activities of the organization to the General Director and to the General Assembly.
Approval of the annual financial and activities reports before presenting them to the General Director and to the General Assembly.
Approval of the emergency reports in accordance with the organization strategy, in case holding of the General Assembly meeting is impossible.
Checking and presenting solutions to the problems of the organization personnel.
Selection of at least three candidates for the General Directorate post and its suggestion to the General Assembly. |

MEETING OF THE EXECUTIVE BOARD
The Executive Board holds quarterly meetings, however, other urgent meetings can be held by the Board's members upon approval of a majority of the members. If needed, the General Director or his assistant can call meetings to discuss important issues.
